New edition of the IFLA handbook "Measuring Quality"
Introduction
Since several decades libraries have developed measures, "indicators", for assessing the quality of their services and processes. A working group of the IFLA Section for university and other general research libraries tested such performance indicators for the sector of academic libraries and described them in the handbook "Measuring Quality". The handbook included no indicators of cost-effectiveness and only two indicators for electronic services, as such indicators had not been sufficiently tested at that time.
After ten years time, it seems necessary to prepare a new edition, though libraries still continue to use the old one. The new edition will describe a set of 40 indicators, based on the old edition, the ISO standard 11620, the German project BIX, and some new indicators tested in Münster. It is planned to give more help as to statistical procedures and as to possible actions based on the results of measuring.
